My guess is they gutted tiers 1-3 to give you new items that tier up slower. Now WoW is a better game and I did enjoy giving it a go with classic. But progressing linearly through the content makes content irrelevant in a way once you get to a certain level. Then xpacs are added and the problem gets worse. In runescape you have diminishing returns. So at level 90 youre not actually all that much stronger than a level 70, but you still have an advantage. A quest might have a minimum level to feasibly do it, but is still challenging enough to be engaging if youre over leveled for it. Killing grey mobs in WoW is always trivial. Theres a bunch of other systems and designs between the games too that make content feel different but thats the main thing. Imagine if you still had BC, but you could only reach level like, 61 or 62.
