Xbox's doing most likely. Blizz is in a real bad spot in terms of enfranchising new players. You'd think the bazillion dollars D4 jewed from people on launch was enough to let them coast, but that game also has even worse reception online, to this day, than even D3 did. So Xbox probably forced them to announce new shit
