a visual novel does weakly branching plot, at best. In my vision, the plot is kind of an output of the economy, so there can be a lot of wiggle room for each individual NPC. Meaning you can fail a lot or crush a lot of NPCs and still progress and each NPC can have different personal relation to you in the end.

So no, it's still a game, with the core being resource management.
