You can make only certain enemies in certain areas level. This is more for open world games, however, to give a feeling of changing world. Alongside with random (well, conditional, actually) spawns in certain places.
That said, it should not all be just scaled to you, especially bad if all the gear also scales.

Grinding becomes unnecessary.
It works incredibly well if there is a pay off to learning how the games systems work and use them to your favor.
