My guess would be some kind of corporate takeover shit. Small rural village being bought out by big corpo. Good writing does not mean that it has to have a ton of dialoge our w/e, video game writing also means writing out details in the narrative via the environment etc. It's not about telling a straightforward story, it's about telling it effectively - that can be done while being very much in line with what made SH 1-3 great. Sounds kinda nice. SH2 remake had under 10 hours cause the game was full of slow cinematic moments that made replaying it a slog. If doing it under 4 hours is doable then you should be able to speed through a lot of sections. I don't think it's going to be long. I think it was done because the game director just really wanted to get the chance to be published in 2000AD at some point.
Why Rebellion gave Konami a spot in a rather big milestone issue of the series is anyone's guess
