It was a complete reboot, and it wasn't developed for it. It never passed the super early conceptual stage and was canceled by Kojimbo himself because the HD collection sold badly.
If you want anything to make you feel better, knows that the original 3 was canceled because 2 sold pretty badly, and another project to these previous canceled two also was canceled again around 2018 because the later remaster also sold very badly, and that one was backed by the original creator. so really, it's not like you had any chance to begin with if even the original creator can't have it.

the only way for something to happen is if the original creator really push for it before his retirement, unfortunately, he's now the man in charge of Metal Gear, so very busy man. (there's something lulzy about it as people often falsely credit the franchise direction and writing to Kojima, and now he's the one handling Kojima's old franchise)
