There are so many things that need fixing in the battle department and the Legends games have shown that they can make them faster and snappier if they really want, but they're just stuck on their retarded Gen 1 RPG traditional gameplay.

The problems you're describing are endemic to the modern AAA gaming space in general, where the default assumption is that your player is a lobotomite and every little thing has to be carefully spelled out in detail, in slow-motion, with glowing lights and sound indictators, before they can get it. I played Sapphire when I was 5 and everything was pretty quick, despite the "old-school" style of gameplay where for example that entire sandy region (forget what it's called) would have "Mudkip was buffeted by the sandstorm!" messages at the end of every turn. Leave everything the same, and then double the length of any given route or wilderness area. Curve XP growth much harder once you get over the level par in an area, so that players are encouraged to bring in new monsters instead of rushing the game with an overleveled Starter. XP share on its own doesn't change that you still can just button mash with an overleveled monster to clear the game. The XP curving system needs to be tighter.

remake the original games, except with non-truncated worlds.Gameplay and battles would be similar to tales of Vesperia / Eternal Sonata where you have arenas, but they're dynamic in shape, size depending on your location. Semi-real time combat, but movement and moves of your pokemon cost X amount and scale with power/pokemon size. Plus weight and height differences are more relevant. So it becomes a lot more tactical.
