I wouldnt say it was an outright bad game but I wasn't blown away by it either.
I beat it recently and I really enjoyed it, but the game was definitely carried by the setting. You could tell the gameplay was designed for a different game though. Like half of the equipment was designed for fighting from the sky rails. Like half of the fights didn't even have rails, and even when they did I rarely touched them.
I've played through it three times and still can't figure out why it had to be a Bioshock game. It's an alright game, lost a whole weekend to it when it came out, but narratively its such a mess and if you were there for the hype it was a giant bundle of lies and false promises by launch.
It is a bad game. It's missing so many features from the last two games, that it feels like a previous-gen game.

It's a mess.It wants to stay a Bioshock game but the new setting doesn't work as well with the old ideas.The story is also lacking with the characters doing stupid things and the overall ideas being poorly thought out.Gameplay isn't horrible, but B1+2 did more and did it better.The first previews we saw looked much more interesting, shame they couldn't deliver.

I genuinely think most of the extreme hatred you see for it nowadays is just a massive overcorrection to how much journos sucked it off back in the day. On its own it's a decent enough game with a great setting, but mediocre story and gameplay.

I liked the initial setup, especially with the implication that you can choose to throw the ball or not which then led to the industrialist or rebel contacting you with an underling. And then that went nowhere. It was like the game was stuck between wanting the player to have choice and then forcing you back onto a themepark ride of what Levine HAS to tell you. I did like the stabbed hand vs shooting first bit but again that was forgotten after a minute or two. I won't get into just how retarded the chinese gunmaker plot was, or really how retarded the whole alternate worlds thing was, but I genuinely thought this point was where I decided what kind of Booker I would be. The game could have done with at least one more ending - the "selfish" one. Have the drowning (wasn't a fan of the concept or the logic) be the "good" ending and have you taking Elizabeth away to Paris be the "bad" ending. It might just be a personal reaction but I could not give less of a shit about alternate reality Comstocks.

I played it on release and finished it out of spite. Terrible linear shooter with horrible balancing.
