I'm 99% sure the developers know that this kind of thing adds nothing to the game (in fact, it makes it worse). But these mega-corporations don’t operate on a human level, like, "This is a bad idea, remove it!". They operate on a statistical level, like, "This type of feature increases game revenue by 2.4%, so please find a way to include it in the game."Games are basically made in a mystical way these days. If they paid some shamans to throw little stones into a bucket and then decide what needs to be added to the game for it to be successful, the result wouldn't be much different from the modern "rational" methods.
