At bonfires, outside of Majula.
It resets the boss and makes them ng+. That allows you to farm them again and get a second boss soul.
Not necessarily the best starting gift if you don't know what to do with it. Not a bad choice either. Wait until you actually have some boss souls and see if you want to farm one again.

Some boss souls can only be received from their NG+ version. Like the Moonlight Greatsword from the Duke's Dear Freja.
