I think the other reason and likely reason it appeared in earlier builds but wasn't, is because earlier on they had to match OG Rayman Legends perfectly, even to animation timings, so they had the bubbilization in that build for that purpose, but they removed it later after realising a few people were turned on by it, or they changed the lore again.
The original Rayman Legends was meant to release in February 2013 and ended up being delayed to August 2013. History repeats itself.
