There is honestly nothing I hate more in games that let you steal from or kill vendors. If you don't want players doing that, send assassins or guards after them, make the vendor extremely difficult to rob or kill, or do ANYTHING that gives me a reason not to do it if I'm doing a run where it makes sense for my character to rob people. Artificially limiting inventory drops compared to purchasable items ruins immersion and just creates another video-gamey thing for players to optimize and work around. Like in BG3, vendors only drop their 3 most valuable items (including their gold stack), so the optimal strategy is to just trade them a ton of cheap shit and buying most of their good stuff before killing them.

These mechanics sound cool and interesting, but theft is rarely a good feature in video games. The AI is too bad and the simulation is too weak, so it's almost always easily exploitable. Players act like jeets if they can get away with it, and they always can get away with it because these systems never come with any legitimate consequences or gameplay.
Letting you pickpocket gold off vendors adds a small gameplay mechanic, but breaks everything happening in the rest of the economy because you've basically just made everything free.
If you could get caught and there were consequences I'd have a different opinion, but that just isn't how it works.
