KCD2 started doing this like halfway through the story (right after you save the Jews in Kuttenberg) and I legitimately thought the game was glitching and applying the smoke from that mission (because the neighborhood is burning) to the entire map. Turns out it was deliberate, for some reason.

In the past, games would typically have fog where it was appropriate. Like Witcher 3 would have it in the mountains of Skellige, or in the ocean surrounding a place literally called "The Isle of Mists". The problem is that this fog isn't a way to reduce draw distance and increase performance, it has way too many calculations for that. How light hits the fog needs to be calculated, sometimes the fog is dynamic, how its physics interact with collidables needs to be calculated, and there's never just just one layer of haze. This isn't even getting into games like Helldivers, where higher difficulty = more fog because poor performance and not being able to see shit makes the game harder. Removing it usually improves performance and draw distance.

The objects are still being rendered. Lower detail models, sure, but the only reason to use fog to obscure the lower detail models is visual, the fog is not being used to improve performance, the lower detail models are.
The performance loss of rendering the fog is obviously less than using high detail models, negligible depending on the specs of the machine rendering it, but there's still a hit.
