seriously I don't think I've ever played a game with such shitty, uninteresting mission/quest design. Literally 90% of the quests are like

>go meet with X
>walk around a bit and listen to dialogue
>press X to activate plan
>every single plan goes to shit and it ends up with a shootout where you kill 10 waves of enemies

it's like playing hitman and after assassinating each target (which is just a button prompt), you have every guard at the level aggro at you, with no exception

I could justify such garbage gameplay if the story was good, but the writing is terrible

>hey remember when we met up with my archnemesis that abducted you so they could lure you and your gang to the police (even though they could do that just fine before)? Yeah let's not mention ever again even though Arthur almost died
