Poor protection. Many pre-war buildings are occupied by raiders who lead a normal lifestyle and even do some work themselves, and there are a couple of abandoned settlements like Quincy. Boston is in such a mess not because of a nuclear war, but because the whole region is screwed over by the Minutemen being idiots and the Institute. It's literally in worse shape than it's ever been, and things used to be much better and less chaotic.
