I like the game and have played it a lot, but it (and almost every other MMO) feels floaty and weightless, kind of a like a form of jank but exclusive to MMOs. I don't know if there's a single root cause, maybe some combination either animation or physics or artstyle or just some intangible property of the engine. But it's there, its in almost every other MMO besides wow.

Like your factions soldiers attacking you during a mission, but it doesn't change anything besides some main quest dialog for what faction you are.

The difficulty slider also should have come much earlier, because as much as I loved exploring Tamriel and doing quests the mind numbingly easy combat was not nearly enough to hold my attention. So it is certainly not boring your first play through. The main quests of each map are unique. I'm sure what bores you is the more standard quests like fetch quests and the like.
