The hardware exists primarily as a way to pump Linux numbers. They're not in it to make a business of hardware sales, it's about damaging Microsoft's market share in favor of more open platforms that Valve can operate its storefront on without being beholden to competitors.

The timing is bad, and they seem to be struggling to get the reach they wanted but you're delusional if you think Valve is a hardware company losing some kind of tech race. The OS struggle will continue regardless of the Deck 2's success or failure.
