Fighting for civilization is a noble cause but his intentions were not pure, he was a psychopath no different than the men he hunted, who took the side of the law because he understood how it could be exploited for his own gain. Working for the government may have put him on a leash but it at least gave him more leeway and freedom than the average citizen would have and he could act like a thug while being seen honorably.
