I think they'd be useful for scorched earth tactics against dense civilian populations, taking out a well-equipped military isn't feasible but BOW's can and have wiped out entire cities. Of course a Tyrant or even Nemesis won't last forever, but it can probably nab some high profile targets before getting taken out, especially in the midst of a full blown zombie outbreak.
It's definitely expensive, but you could covertly insert it in a capital city and take out a few heads of state if that was your goal. Even a few T-virus incidents staged at major trade centers could decimate a nation's economy.
It also provides a certain level of deniability, viruses can't be interrogated so it's harder to pin down the perpetrator.

The viruses themselves are ridiculously deadly, far too much so to be practical for most purposes. Most of the BOW's are both difficult or impossible to control and not particularly strong, and thus pretty useless for any purpose beyond terrorizing civilians. The tyrant isn't completely terrible since it can follow orders, use weapons, and is highly resistant to most small arms, but they're expensive and Umbrella can't produce all that many of them. They might still have some niche uses, though.

Yes. Rendering the nemesis obsolete save for the specific combat roles the drones cannot fulfill (bodyguard/intimate assassination and tracking). It cant take out tanks without the rocket launcher and in most circumstances other weapons would be better in a military environment. This to me is the problem with necromorphs. They are supposed to be these alien zombies yet they often look too aesthetically perfect or symmetrical. More like they were designed to look forced cool rather than the designs feeling a lot more naturally cool. The RE BOW’s all had a purpose or reason to exist and even look how they look. Necromorphs though it was clearly because the designer simply wanted them to look cool but never really giving good story or lore reasons for why they look that way. Also take in consideration that these games were made in the last half of the 90's. BOW would still be very effective back then and the world would probably move to BOWs than drone warfare if it had happened. With that said a tyrant can still be very useful if you drop 3 or 5 in a big urban center.

All the rest can be gunned down with small arms fire, are generally slow moving, and lack intelligence and the ability to use weaponry, which makes them fairly useless. The mold from RE7 is probably the greatest weapon in RE, since it can infect from a distance and based on the controller its victims can maintain all of their intelligence while becoming superhuman and nigh-unkillable.

Nemesis would be useful. Conventional arms didn't work on it and it took a room-sized plasma cannon to actually hurt it. Even then it didn't die until the nuke hit. There was also HAOS from RE6, Eveline from RE7 and Miranda in RE8.

The original writer for RE1 intended for Tyrant to be dropped onto the battlefield, where it would infect people via T-Virus gas emitted from its heart vents. However, after Mikami kicked the writer off the team they forgot about this which is why REmake removed the heart vents. It was also supposed to have the ability to control zombies which it would use to direct them towards attacking the enemy side specifically. Once the enemy surrendered, the force that had control of the Tyrant would give it a signal which would make it order all the zombies under its command to gather in one place and kill each other to clean that up.
But yeah, none of that actually made it into the game so it doesn't matter.

The Lepotitsa already follows the drone philosophy, just air drop one into the general area of a battlefield, and just watch as it gasses the enemy population and makes the turn on each other, even if it dies it will still cause a good deal of damage with its gas, it basically works as a bomb that can be air mailed via plane and can decimate enemy battalions with minimal effort, nothing short of an air tight vehicle could block the flow of its gas.

How do you think they are getting killed in real life? lol. While everything you said is true, you have misconceptions on the scope and scale of the war. Just because you have thermal cameras and camouflage doesn't mean you can see everything approaching you or means you are hidden from enemies. Your two words, Camouflage and Thermals work against each other. If you are camouflaged, then what good are thermals? But if you have thermals, then what use is camouflage? So which is it?
Drone operators and even recently, have been hunted down by foot soldiers and killed. Cant find the video but it was talked about when the video came. And this happens in a environment where drones have a hugeeeeee advantage too.

Nemisis costs way too much though. I think only the hunting dog type bio weapons would be of any use. Lickers have really good hearing from what I read, which then then should be able to hear drones like how cats do, and track and hunt down their locations.
