Most of those flops are due to bad marketing. I'm playing pirated Outlaws right now and it's not any worse than Horizon 2 which was a big hit apparently. It's better than Valhalla actually, and that was barely even hated and sold billions, even though it's shit

I don't know what kind of sales Rockstar is expecting (and how much they need to be profitable) but it's definitely possible that the game doesn't have the initial sales or the long tail to satisfy everyone.
