Generic sci-fi setting with no real established lore or races. Could have been a pure modders paradise. Probably there were a dozen 3d designers there, each making an asset that's shown there, probably there were 5 or 6 people involved in making the tower. Basically they distribute each asset into one person each, the big ones probably have several people making them in steps, this is basically so you don't get burnt doing a single thing for too much time, plus it takes less time, also they can just make one person then assemble everything into one map or model.
This is great level design at work. One of the best planets to visit and when you get there youre welcomed by an amazing breath taking assault on the senses, this is earth? What happened? When? Why? For the curious mind its thrilling seeing our home planet displayed in such manner. It leaves a mark in ones mind, a memory if you will, that will stay with the player for the rest of their life.

If they can colonize and expand outward then the logical thing that will happen is everything that went wrong on Earth will strike them twice as hard with no base to draw resources from. So even if it hypothetically works out well initially, the long term issues of Earth will be repeated over time. And that is assuming that the breakaway geniuses are actually brilliant and not fart sniffing pompous retards. So some other anons pointed out in the lore the scifi tech destroyed earth, the same tech that makes expansion possible. So when the new worlds they are living on start fucking up and they try expanding again.... it will become a cycle.
At least the in-game explanation for why the NASA facility was still there was because a Relic was under it and was emitting a MAGICAL FORCE FIELD that somehow kept the place standingany other building still standing was just Emil said "wouldn't it be cool if Fallout reference?"
