I think currently you get one from the free battlepass at 70, another at 60 from the paid battlepass, one from reaching character level 60, and one from the Stamp Shop which is a capped weekly currency that'll probably take a month or so to be able to buy the crystals. All the other packs look kind of garbage as far as P2W goes.

Currently there is event that spawns limited prismana in one specific zone (replaced the default in that zone). So yes you can nurture anywhere to spawn a prismana but you'll miss out on the event one.
