with AMM and the body console addons you can see what a complete fucking mess all the NPCs are including V. To save on polygons rather than do something competent like culling anything under another layer they just don't have a base body at all; everything from a shirt to an arm to a tattoo is a piece tied in space to the NPC skeleton instead of an actual body that can take morphs. Which besides absolutely crippling modding to this day when it comes to body/clothing/animation injection means CDPR themselves can't make the player show visual progression through body mods (or a 3rd person mode)

How they got physics to work (and modders to turn it on) when tits are the same as a Tshirt to the games npc pipeline is some real black magic. The V arm is one 3d model, the radiant NPC cyberarm is another model, but if you put one where the other was you'll have clipping or invisible voids. They could have templated everything to work together but didn't. There were some early cyberarm mods but they replaced the bodypart externally on V from the start of the game, which is how all V body mods are forced to operate.

As for full body changes they didn't use sliders for skintones, everything is a texture, because they did it wrong. So instead of having a bar for metallic/gloss/gamma alongside a html color code for skintone they have 10 hard baked skintone files for V. The general answer to "Why no X" is that they made the game wrong so they couldn't.
