Technology, being able to patch and update your game post launch kills incentive to make a complete polished game, shittin out a skyrim and slowly making tiny bits of content became the norm.The live service pipe dream is just the ideal situation for corpos to keep rollin in the dough with little to no effort, a few game broke the norm recently but they are the exception that proves the rule.
