You need only to have moderators act when:
- A non-antag is doing shit that is too disruptive (an assistant stealing goal items, a janitor bombing brig, miners bringing megafauna on station);
- Antags are all dead/afk and people want the round to continue;
- Security is using lethal weapons (not intent) right out the bat;
- An head of staff is being overly retarded;
- A civilian crewmember murders someone not valid in a way that prevents cloning.

You absolutely do not need moderators when:
- Security harmbatons the retarded crew;
- Cargonia orders bullshit;
- Engineering does experimentation shit or fucks up setting up the engine;
- The clown/mime disrupt other departments;
- An assistant breaks into a department to steal shit like insulated gloves or chemicals;
- The HoP gives all access to the clown/mime;

Honestly, I didn't notice it at first; my first red flag was when I went onto the CM server. First, the rules seemed to place much more emphasis on being inclusive and tolerant, and they specified that even in-character talk considered offensive was bannable. Then, despite it being based on the Alien setting, they had options for furry alien races, with a rule that saying something rude about those alien races was also bannable. The entire vibe in the chat also felt off from CM13 in a way that's hard to explain.

Why revive it? I would assume by revive it you mean revive /vg/'s version? Since, far as I am aware, tg, the furry vore server, CM and such are all still alive?
So, if we're talking the vg server, which I played too much of for a year or two... what's the appeal of coming back? The core gameplay loop sucked since vg was hyper static outside of that one guy who kept updating cult (which the community kept mocking him for and i think he left? GJ killing the only guy who was doing shit lol?). All the jobs were piss easy. Chemistry was just basic maths, basically anything else was a checklist and you could do your job in like 5 mins then you were just waiting for someone to ask for shit, or fucking off to try and find fun so your job barely mattered.
The playerbase was FULL of people who had even more excessive hours than I did, who would just speedrun powerstrats every round.
It was common for people to instantly rush healing drugs, rush the command room for the gun, break into sec as non-antag or join as staff just to buy and give out guns all so the moment someone DOES manage to FINALLY become an antag and do ANYTHING, they'd just merk them. Near instantly. The worst being the guys who'd rush sleep drugs and shoot antags with them. You get hit once, you're just dead, and you'd be getting hit by a random assistant less than 5 mins in who already powergamed this but would not be punished for it ever.
As such, rounds were boring. The best way to succeed as antag was to play like a bitch (by buying your OWN sleep drugs). Or using broken tools (like the one guy who killed via vent crawling who got banned because apparently its okay if assistants powergame but not the power role?).
The station would just slowly get depopulated as people AFK'd.
The lack of any fun death roles (it had, what, mommi? A role where anyone can just kick you out of a room at any point and you have no choice but to obey) didn't help.

Technically there were borgs, but usually people ONLY entered those if the roboticist was an antag for a free antag role (but if you did this with slimes you could get banned)
The incosnsitent BWOINK rules were terrible. I got BWOINKED once for playing as mommi on the russian station and moving off the main station. STILL on the same Z-level. Had to, if I remember right, ask another admin about it the next day, who basically said "that guy is a fucking idiot". But that guy could have easily banned me for a rule he made up on the spot and it'd be on me to call it out. While banned.
It was kind of like CDDA where its neat to go and do all the things, but eventually you've done all the things that do not require an absurd rng check, except CDDA is designed to play solo while /vg/ was just designed for a playerbase that did not exist. And it would often have like 5 players.
This isn't even getting into the blatant dev bias to the guys who played the furry bird race or their powergaming in particular.
Those are the guys who'd just casually have an emp grenade, magboots, laser and stun gun and syrgine all at once, all for no reason at all and NEVER get called out by any admin for powergaming to such a degree. They'd just kill fun before it started. Rogue AI? Nade, shove the bot over, use their stolen command level ID they have for no fucking reason, pull out battery. Back to everyone being AFK.
The lack of AI players was also a major issue before I dipped out. We had one guy and he was just kind of a cunt. Rules lawyering constantly. Made borg so unfun to play that most people simply stopped playing it. When 1 guy can do that without even trying, the playerbase is fucked.

Quite the contrary, the spess is what I enjoy about Space Station 13. I enjoyed atmos and engineering and science fuckery. I like the emergent gameplay that comes from all the systems interacting with each other and how that ties together with RP.
I love the tension that comes from trying to set up an hotwire a backup engine to the grid after half of engineering went kaput so I could get enough power in chemistry to make the healing chems I need to keep my buddy alive long enough for when the shuttle docks while trying to navigate a station descending into chaos with secoffs shooting people on sight out of paranoia.
Grimshart and medieval RP servers offer nothing of that sort. SS14 doesn't really either, since it's mechanics are so lacking and its rules so restrictive compared to SS13.

It was good, as in. The gameplay itself was inherently flawless in the way it required zero Admin oversight. Everything was designed to be played like an actual proper round based MMO. Where people would RP and play out their own stories, and each round game mode would have checks to prevent any kind of dead lock from happening where the game would require admin intervention. It was genius at the time and there was nothing like it. And honestly, even still. There is still nothing like it. Despite it being around for longer than every other existing SS13 server.

for me the most fun part was playing a bot either with no ai or with an ai that actually understands how they work, then following rules exactly as stated.
but unfortunately the worst ai players tended to be the most common and basically ruined it

Just look at ss14 which is the tranny furfag interpretation of ss13, and the modern state of ss13 which is a tranny furfag developed version of ss13.

The influxes of new players were never the problem. It was always the oldfags holding too much power by forming gay little cliques. Did every job need to be as complicated as atmospherics? Fuck no. But they made them that way just so they could tell anyone who didn't like it to fuck off for good. And the same was true of over-policing tongue in cheek roleplay. The Sseth and Mandalore tides didn't ruin the game. The community being so petty they couldn't wait a couple weeks for the dipshits to bounce off, and welcome in the handful who'd actually stick around were what killed it.
Just like every cool forum and hobbyist website before it, SS13 was killed by the kind of people who think they're infallible and well positioned to use their station as a soapbox for their own pet issues and grudges.

Admins want people to grovel in ban appeals. A long ban regardless of whether it can be appealed or not doesn't accomplish this because the banned player always has the option of just waiting it out. A permaban can only be lifted through appeal, thus a permabanned player (who doesn't have the secret ban evasion knowledge/tools) has no option but to make a ban appeal sucking the gock if they want to play again.

It was killed by the friends of friends of longtime players who enacted a hostile takeover to make the game nearly unplayable for anyone but themselves by making the mechanics impossible for new players to have fun learning, and killing any fun you could have by roleplaying outside of the lines they drew sitting in their big-boy admin high chairs.
The new players who came from the Sseth video were never the problem. Most of them would have bounced off after a few weeks, and a handful would have stuck around to keep playing the game after integrating with the community. The problem is that the guys who made it good in the first place let their annoying power trip-susceptible friends bring their own even more power trip-susceptible friends into the development and administrative functions of the server without making sure they wouldn't abuse that power, and eventually both were reduced to insular cliques of neurotic dipshits who killed all the fun. It would have happened whether or not Sseth made the video at all.
