It clearly says "designing." Its a big scripted event where the player has full control while it happens. Go look at Dev Commentary for Half-Life 2 on how long time they spent playtesting a single room.

different things, they are talking about the sequence of events and how the fight mechanics actually work

for example they could have just made it an HP sponge, but then it wouldn't make sense that it's a war machine if small arms fire into it's armour could take it down (imagine if an IRL tank could be blown up just by shooting it enough times with a pistol, it would never be deployed in any warzone)
