Part of this is good; it means there's a similar ceiling for all pals, that being 'overkill', so even a Chikipi is entirely viable for all the content currently in the game... maybe not legend arena, I don't know. But ultra raids, definitely. However, it's fairly easy to reach that point, and as you've noted, catching a stronger pal early means the exponential power differences are really noticeable whilst you're still in a lower-level zone, even with the stat/level cap. It is what it is.
