As somebody who has been following german (serious) pc game development intensely in private, I concluded the main issue for the failure of established developers is not lack of support or talent, but first and foremost the lack of ambition and creativity among the top decision makers. Having personally talked to quite a few of them, when asked what they envision for the future, I got answer likes: "I hope everything stays at it is," (Björn Pankratz, ex Piranha Bytes (Gothic/Risen/Elex), or "We are just going to continue like we did." (Jan Klose, Deck13).Of course, for new developers the main issue is the lack of venture capital, but in 90% of the cases also the same issues as the established devs, i.e. they create shitty clones of existing games and don't do anything better.
