By all accounts this was on their own initiative during the review process for games, not in response to payment processor concerns.When Valve actually did remove shit because of payment processors a couple years ago during the Collective Shout purge, a couple hundred titles on the platform, largely with game titles that had terms that are on the payment processors "bad words" list like rape/incest/hypnosis/etc, were all removed at once. After that purge though, Valve went back to allowing stuff that clearly would be a problem for payment processors, while continuing to block anime titles. For example, this is the Steam content warning for Sleepless, which came out a few months after the payment processor purge, despite pretty much including nearly everything that fails the usual payment processors tests. None of this isn't to say that payment processor bullshit doesn't happen, but Valve blocking anime games during the review process doesn't seem to be driven by payment processors the same way that say Japanese R18 storefronts have been fucked over.
