Most of them are not too hard to do, but couple of them are rather hard to do with tons of players due to no instances. So you'll have to either wait and be patient with these so you can complete them or skip them and leave your quest log uncompleted forever. From what I know every quest outside of maple island is doable at any level. KPQ quest might be level locked, unless they go with what they did in the closed test that it wasn't level locked so you could do it at any level. This would also be a problem with other PQs like Ludibrium later on if it is level locked, but I think they'll go with the PQs being not level locked, thus only maple island quests are the only ones you are screwed out of if you do not complete them.
