I'm just getting into it recently but handhelds are analogous to arcade game design. There is a standard display, and a time limitation that forces the developer to really get on with the show and give the player a lot of action with no filler. Handheld devices released after devs already had years of experience with 2d game design, and had the tools to make high quality titles at a low cost, which enabled high quantity as well.

The screen is standardized at a small size so the devs are forced to take into account legibility of gameplay elements. The buttons are wired straight to the motherboard so they are insanely responsive. The portability factor discourages the devs from wasting your time.

An example of a game I played recently was Ninja Five-o. I played it on DS Lite, beat it on hard mode and loved it. It was a low budget Konami action game they released western exclusive as a side project. It took five or six guys a few months to make. And it can stand toe to toe with any 16 bit console game in terms of quality. If it was on the SNES or MD it would be considered an undisputed classic, but it released on the GBA in a competitive market where there were dozens of high calibre titles being released every month, so it fell by the wayside.
