How long has it been since you played DR1? Frank has a clear arc in that game. He starts off as the cocky journo that cares only for his big scoop, yet when shit hits the fan you as the player are encouraged to actually go out there and do some good. While the Homeland Security agents sit on their butts in the Security Room you're actually risking your life saving survivors. Kent exists precisely to be a mirror to Frank, to show players what an *actual* shithead journo that doesn't care about anything but the perfect shot is like. By the time Carlito dies, Frank shows him scorn for what he did in Willamette yet at the same time tells him that the story of Santa Cabeza *will* be told, that the injusticies of the government will come to light, same thing he confronts Brock about. The Frank that screams at the end on top of the tank is a different man from the Frank that jumps off the helicopter three days prior. An earnest dude fighting for the truth. But nah, fuck it, turn him into Deadpool. Make him spout retarded one-liners to every character he meets, make him state he's covered wars you know for the nth time. What culminated in DR4 started in OtR.

But you see, that's the big difference between 1 and the rest. You straight up realized. I call it "the Saints Row effect": any mostly serious game with silly elements which becomes a franchise, is at risk of the silly overriding the serious. It's an addiction. It's an infection. It's a byproduct of the need to escalate and a misunderstanding that since people like the silly stuff, we got to chuck out the balance and go all in on the wacky, leaving said silly stuff rudderless and unimpactful. Dead Rising 1 left the silliness to the gameplay, with the narrative taking itself wholly serious. There was a disconnect that worked in the game's favor between the mechanical ability of dressing Frank up in silly clothes and the narrative direction of still taking its world as serious as life itself. Brad's optional death scene, Jessie turning, the arrival of the Spec Ops, the final cutscene, you can play them all with a Servbot Mask equipped but the game doesn't stop to laugh alongside you.
Frank West was an average guy in a horrible situation who, despite clearly being out of his element and unprepared, rose to the occasion and survived through his own adaptability. On the way, what started as journalism for the sake of a paycheck became the uncovering of a terrorist plot and government conspiracy, and he instead was fighting to bring justice to those who'd escaped it. He formed bonds with the people he was surviving with, and it hurt him when he lost those people. You felt it, too. Sometimes he'd drop a line of dry sarcasm here or there, but nothing over the top. In The Killing Hour, OtR, Watchtower, 4, basically any medium after the original game, Frank is made out to be this badass killing machine, overconfident and theatrical, dropping cheesy one-liners left and right.

Again, in 1, as Carlito is dying, Frank makes it clear that he knows that what happened in Santa Cabeza was truly evil, and that as a journalist, he *will* make the true story known to the public. And although he says that the incident does not justify what Carlito did in retaliation, he expresses sympathy and that all Carlito truly cared about was Isabela. He doesn't crack a smile the entire time. Compare it to OtR where Frank fights a woman in a catsuit on top of a giant mech, they fall off, she gets crushed to death and he makes TWO puns one after the other. During the lead-up to the battle while she gives her villain speech he sits down on a bench and mocks her the whole time. He takes it 0% seriously. It plays out like fucking Austin Powers.
It's clear that despite Capcom's desire to move forward with other characters and tell different stories, the fans kept going back to Frank. So Capcom did too, referencing him all the time, making DLC, then a spin-off game, THEN a standalone game starring Frank. The problem was that they brought back the person, but not the character. Not even close.

2 feels off if played immediately after 1. For starters Chuck's movement feels more sluggish, like he wasn't made for navigating around zombies. His unlockable skills pale compared to Frank's too. Story is weaker, and the sense of eeriness present at points in 1 is gone. I was never crazy about Combo Weapons either, as the series went on the whole "everything you grab can be a weapon" went out the window 'cause everyday items became pointless, comparatively weak and not fun to experiment with because of it when you could just run around with boxing glove knives or a fucking lightsaber. The map, although an improvement in verticality, relies too much on casinos to the point it's kind of boring to navigate through and Royal Flush Plaza is just too big and linear as the area closest to the safehouse compared with Paradise Plaza which felt like the ultimate hub area for the kind of games DR are, with a myriad of always useful entrances and an ever evolving threat as the days go by. And escorting survivors, well, they overcorrected so now it feels like you're running around with a small army of personal bodyguards instead of victims scared shitless of the rotting corpses surrounding them.

The 'Captivate' trailer? I always felt Frank's narration in it is how Off the Record should've started, just to drive the point home. Even now you've got people unironically wishing OtR was the canon verison of events just because Frank's the MC in it, not realizing it paradoxically makes him out of character semi on purpose akin to John in Undead Nightmare being more tongue in cheek. The issue remains though, that people that came later unironically saw DR1 Frank and OtR Frank as indistinguishable from one another and a natural evolution of the character. Which lead to Hank East.

That was just the trailer being goofy.
The devs confirmed in the now gone old Capcom forums that Dead Rising 2 and OTR work as 2 different routes. The route in DR2 continues in more sequels while the one in OTR ends the story there completely.
DR1 is the only canon game though. The others are official fan-fiction made by different people.

No respawning zombies, just a whole lot of them and more difficult to kill, not in an arcadey HP bar depletion way, but more realistic limb based damage, dismemberment, destroying the brain etc.
Weapons have realistic durability, they can bend and get misshapen, changing their hitbox / damage
There's randomly hazmat zombies that have zombrex with them, but these zombies are finite, so you have to complete the game before you run out and turn
Lots of survivors to save and you can have them gather resources for you once you've established a safe house
Three ways to win the game, either kill every zombie and psycho in the city/town, a questline to find a cure, or a questline to get an escape vehicle and leave the town/city

I'll easily take Hard Mode because fuck remakes and remasters, but I'll pass on Extreme Mode, or rather the acknowledgement would probably just be making DR4 an in-universe shitty movie that bombed.
Anyway making a new Dead Rising is harder narratively because DR3 established a cure to the virus. DR4 tried to sidestep the issue by establishing a new strain, which would've worked I guess had the game not been liquid dogshit. A new game should take place in a semi-isolated location similar to Still Creek, somewhere where the idea the outbreak goes unnoticed for several days and there is no cure to be administered at the ready is believable. I would even not mind the game being set in Central America, some random town with a secret military complex underneath it or something, close to the border but with enough of a reason for the American government to not want to shell out the cure, even if I believe at its core Dead Rising is a franchise about the American government, from its consumering in 2 to its pharmaceutical industry in 2 and immigration/surveillance of 3. Or hell, what about an airport? As distinct a location as a mall or casino, with plenty of restaurants and stores to make use of.
Also I'd be controversial and make it so Combo Weapons do not return. A big part of 1 working as well as it does is the fact everything you pick up does serve a purpose in itself and not to holf on to for 10 minutes so you can then duct tape it to the end of some mop to create the Zombie Killer 9000. They had to write both Chuck and Nick as mechanics to explain away why they thought attaching a battery to a wheelchair was a good idea. Off the Record could get away with it not being canon, and by DR3's DLCs/DR4 they gave up and apparently any random schmuck in the DR universe learned the inherent knowledge to create Fallout-style weapons after September 2006.

We're never getting a new (good) Dead Rising, because it's a franchise where what made it good inherently filters players, and any attempt to replicate it will inevitably hit this insurmountable hurdle. If it filtered people twenty years ago, can you imagine the butthurt in the Twitter era of "I like games like Wolverine because I'm a dad and I'm too tired to put any effort into the hobby I supposedly like, now please dumb shit down solely for my tastes"? A new DR game would be called "dated", "inconvenient", "frustrating" and other such terms, without understanding that it's an arcade-style game that's designed for multiple playthroughs. Frank's base stats improve significantly at the same time as your own mastery of the game improves as you learn how to navigate the mall and the time limit alongside it. The demaster already proved any "rough edges" will inevitably be sanded down during development, leaving nothing but a mediocre zombie musou game that never stresses out or inconveniences players. DRDR featured faster default speed, faster leveling, more photography scoring, more capable survivors, pic related handholding, a fucking trigger warning at the start of the game, so on and so forth. And thankfully people didn't eat it up, but you just know that the only thing DR5 needs to fool people is to be better than DR4, which isn't a high fucking bar.

While I normally despise prequels, in this case I wouldn’t actually mind one for a new DR where you survive the very first outbreak in Santa Cabeza created by Dr. Barnaby’s food supply experiments as Carlito and Isabella.

Ending S has both of them and the orphans narrowly escaping the town as the only survivors with an post-credits scene showing Carlito additionally smuggled out a Queen to start his own outbreaks using the orphans.

You can at least somewhat simulate the save import on PC by giving you 80k PP via a trainer, equiva to being Level 5, which was Case Zero's max level and what you could start DR2 as if you imported your save. The Combo Cards don't matter much because you can still create the weapons without them and the difference between them and Scratch Cards is ultimately negligible, so all you miss out on is CZ's unique clothes, which would matter if for some bizarre reason the most iconic shirt from the demo, the default orange one, wasn't part of the import.
