You can use speedrun strats and try to get him stuck on geometry sprinting at you. Look up a nemesis% speedrun.

You want to stay relatively close to him so he doesn't initiate a sprint, shoot twice with the pistol, then run into his right arm at avoid the grab or punch, repeat.

Sounds like you need to load your previous save and try gathering + conserving more ammo.
Also, you don't have a shotgun? Mine thrower? WTF??
