If stories from insiders are to be believed, Todd actually didn't have much to do with Starfield. It was way too large to the point where the studio's leadership was mostly middle managed into hell like the rest of Xbox at the time.
I'm not gonna completely discount Todd just yet. I don't think you just stop being a competent RPG developer overnight.
Assuming he's taking cues from Oblivion and Morrowind and not from Starfield, we should be in for at the very least a good time like with Skyrim.

DirectStorage makes loading screens literally half a second, but still offers you complete object and state persistence for all NPCs and things, also allows better and more sophisticated AI to scale without breaking the frame budget. And another benefit is allowing interiors of buildings to be what size you need them to be for gameplay convenience. So basically it also addresses the shit problem of a massive ass world but tiny ass houses because they have to exist in the same seamless instance. BG3 had loading screens yet nobody cared there. Despite their BS the last 10+ years, I actually think so. Especially now that Asha is running quality control and is making Todd report to her. We'll get less content from the firings, but higher quality content no doubt.
And, for as much shit as Starfield got, if you remove the procgen (Todd already confirmed that it's being made like a traditional TES game), tweak/improve its systems and transfer it onto Skyrim, then add a sailing feature, it's pretty much guaranteed to be at the very least good. Also to note, is that they have a team much larger than the team they had on Morrowind+Oblivion+Skyrim combined, even if we account for the firings.

Yep. Pagliarulo Design Director/Lead Designer for Starfield and thus had the most influence in it's process, especially as Todd continued to dilute his time on other side projects. But the entire process was bogged down with confusing and alienating administrative layers. Quite a few of the oldheads mentioned this. That's why Asha's announcement that she's going in and cutting down those administrative layers from bogged down companies spells good news for Bethesda and the development of TES -- or at least it's one of a few reasons why TESVI is going to succeed.

The loading screens are a symptom of many other design problems with Starfield. For example: Because you can just teleport between planets, space rapidly becomes pointless. You never actually have to go to orbit unless you're going somewhere you haven't been. Because being in orbit is pointless and flying between planets isn't a thing, they never bothered to put almost any random encounters in space. Therefore making your space ship, something they put a lot of effort and emphasis on, also pointless.
Going through the 4 loading screens to go anywhere you haven't been, also doesn't lead to any reward. Because 90% of planets are barren wastelands without even a single settlement besides randomized raider camps (all 3 of the ones you can encounter are identical across all planets btw), the likelihood of ever wanting to go anywhere besides the designated quest planets is basically zero. And most of those you will travel to once and never again. So you go through the rigamarole of 4 loading screens show up to a planet have a 10 second conversation or shoot dudes for 10 minutes and then teleport back to get your quest reward.

The entire attraction of the space genre, exploration, is completely lost because of the limitations. People are correct to name the loading screens as an issue. Its just they are a symptom of a sick game that has much, much deeper issues. Loading screens are basically the cough or sneeze of a deep infection.

Space travel consists of flying to the orbit and teleporting somewhere else.
