I've always wanted to see a game with a modern budget but with the fidelity of a 6th gen game. Imagine throwing 200 million at a game that looks like Morrowind. Graphics would eat up 1% of the budget, asset creation would be piss easy and you could add a near infinite amount of handcrafted content to the game.

Bit of both, 5 was the version that pushed to have every light in game handled by raytracing which is a huge part of why it runs like shit.
It sucks because originally it was just for developers to test map lighting without having to build light maps for every change (which is a cool QoL addition), but ended up getting used in place of traditional lighting systems.
We also just have massive teams of developers that don't know how to write 'hello world' without the functions being built into blueprint modules.

possible? we'll never know because game devs will never go into the analytics to see what's wrong, its all just default settings. ironically your only hope will be ai slop but even that has to understand what's happening and what's trying to be done in the game and it might think rendering smoke particles at 4k is normal. xbox and ps also have tools like pix and razor to help with performance.
