Raider's final boss theme was fantastic, it's easily among my favorite tracks in the series. I just wish the Salmonarch fight was a bit tougher and faster to match.

In short, it's the same reason why Dynasty Warrior spin-offs exist.
Spin-offs provide fans of a series a low-barrier-to-entry game for a genre they may not play otherwise. This is especially beneficial when the publisher or partnered company already has games in that genre that could use an influx of new customers.
In P4D's case, Sega also published the Project Diva games on Sony handhelds, and some of those developers would also work on P4D. Persona fans who play P4D may be tempted to check out the rest of Sega's catalogue.
