Lack of physical discs on PC is just a complete non-issue. You would save the disc's content on some drive somewhere anyway in order to preserve it because discs don't last forever and take up physical space. Now you can just skip saving the disc's content and just backup the game files you downloaded instead. Drop a program called goldberg emulator (free legit software hosted by microsoft on github) in there and you can play all your singleplayer games forever. Unless it's some unholy drm shit you actually need to crack in order to play, there's piracy for that

When you buy a steam version of a game you also get access to all those features that the dev enabled via steam. Achievements, easy friend invite, community discussion forum, community guides, workshops, etc. That file is there to facilitate those features with the game.
