I'll take Raccoon City even if I stand a worse chance of survival. If asked the question, most people would choose a gunshot to the head over say something like being set on fire or dumped into the middle of the ocean, even if there's a chance of surviving. The reason is fear. Fear is extremely powerful. Debilitating. I'm going to experience the worst of it in SH, and even if I survive, I'm probably going to be extremely traumatized. In RC, at worst I'll get my jugular ripped out and bleed quickly. Might find a gun to shoot myself with, or jump off a tall building. I'll pass on the mental torture.
Gonna' have to go with Silent Hill. No way in hell am I making it out of Raccoon City. I'll go to Silent Hill and bang some nurses.
