Your average Toad could probably take on a Goomba, armed guards can take on Koopa Troopas. Past that, they are out of their depth because the Mushroom Kingdom seems to value arts and culture over its military, so they have no effective counter for any of Bowser's more elite units. Had the initial kidnapping of Princess Peach somehow ended naturally with Peach returned to her kingdom, odds are the Mushroom Kingdom would have reorganized itself to place more focus on its military. However, thanks to a wildcard third party that just so happened to have both a massive interest in rescuing the princess AND unbelievable physical prowess that makes him a one man army, the Mushroom Kingdom was given the luxury of just staying exactly how it was, funneling its time and resources into a very lackadaisical lifestyle.
