The problem is that the game is written like shit and the civil war aspect is quickly forgotten. It should have never started with the imperials about to cut off your head, but should have started with the imperials getting into a legalistic battle with the thalmor on if they should kill (you) there or if they should take everyone to cyrodiil first. Later it would be revealed that the imperials were trying to make a deal with ulfric, but then the Alduin destroyed everything.
This game is literally all about the Empire in a fallen state. It's turned cucked and tyranical and has been bent towards literally undermining what little power it has left by abusing its most loyal golems, the nords. They even kill off the (false) Emperor just in case it wasn't obvious enough.This shit was telegraphed as far back as Morrowind. And Oblivion was all about the true Imperial lineage dying off.The Stormcloaks, falling into the "plucky rebels fighting the evil empire" trope are clearly supposed to be the rough around the edges good guys. I doubt Bethesda even thought this was going to be considered ambiguous as they start the player off about to get executed without due process in a shady blacksite. Then you get a tour of the Imperial death dungeon complete with creepy torturer with human remains everywhere.Like holy shit I don't want to bring up media literacy but come on.The empire won't even exist in TES6

In my headcanon, the dragonborn sides with the stormcloaks and they win the Civil war, but then ulfric gets power hungry and paranoid and thinks the dragonborn will take over his throne. He gets the DB assassinated, but does it messy and another micro civil war erupts between those loyal to ulfric and those wanting justice. The empire returns and takes skyrim back in no time since the infighting and a lack of DB makes stormcloaks very weak.
