Does it have a ton of cool cars yeah, but getting cars is rng drops or participating in a player run auction house. Its live service so its constantly poking and proding you into playing their lame online modes. It doesnt take advantage of the setting really well, but if you dont care about that its fine. Characters are as annoying as they ever have been.

Also they were banning people for custom liveries, I don't just mean racist ones, but they were literally banning people for using an external program to make custom liveries. Pirate it, make a burner Microsoft account, and play online. There are still no validation checks so you can get the entire experience for free. Also, I hope you don't have Windows 10.
