Because consoles are a mostly dead paradigm that is operating off of nostalgia from the 00s and special permission to ignore antitrust and copyright law. They are always going to be a niche because Linux is not viable to the end consumer until every game can be played on it without tinkering or issues cropping up because of the system rather than the game. Right now virtually everything with anti-cheat is off the table which includes some of the most popular games out there. They also don't want to take a hit to their bottom line to subsidize their system sales.
The Steam Deck, even if it was sold in stores, I doubt would ever have topped like half of what the Vita did as the Rog Ally literally has kiosks in Best Buy and barely anyone buys the things. PC gaming being cheater heaven also does not help people go to their ecosystem.

Delusional to think they could ever make a push into the market. None of their IPs have any staying power even with their random acquisitions of some Ubisoft IPs like Grow Up or Child of Eden. They have a problem that basically everything they own is an arcade game IP and unless you have complete genre shifts for all of them or heavily invest into brand new IPs there's zero chance for them to ever gain hold in anything but their nostalgia market and maybe some publishing let alone a console maker.

Half of their IPs are arcade games that will not work in today's climate for the prices they would want to charge. Crazy Taxi is a great example of a game that is going to bargain bin so hard. The other half would need major retooling as games to accommodate today's expectations or have an expanded scope.

Xbox had a history of having a must play game called Halo that used to carry it. That's how it became one of the big three in the first place. People kept buying off the expectation that it'll still be selling that one big series they enjoy.

Every console now is just a PC with locked down firmware outside of Nintendo systems which really only provide a gimmick with every release.
The ones still competing are only still here thanks to brand loyalty and lower prices, and they can only get away with that last part because developers are willing to lose a small chunk of their revenue to access their massive playerbases.

TL;DR, a successful console needs to be the followup to another successful console in order to succeed.

That's literally been the ongoing business model since the NES (and earlier technically but nintendo was the first to really try to enforce it), it's not a secret, it's well known by just about anyone who's looked into consoles.
>company A makes console
>sells it for a bit under production cost
>charge company B a license fee to develop for it, provided dev kits (which they have to return after development is complete)
>game is released, company A gets their dev kits back and earns a percentage of sales for every game sold for their console
>consumer gets to buy company A's game machine for a decent price compared to the hardware in it, and then gets company B's game
>company A only pays a small sum on every system sold, but gets far more back from every game sold to make up for it
>company B doesn't get 100% of every sale, but gets the chance to sell to a much larger audience making up for it
Take away the fact that that company A can guarantee a large audience, and company B wont want to make games for their console, and the best way to prove that is by having an existing userbase from previous generations of their consoles.
This means company A has to:
>charge more for a new console with no track record of success or existing fanbase and drop licensing fees which can scare off new customers, even if they have a better system overall
>eat a loss on every sale to match market rates and hope to still get enough game developers interested to work with them despite lacking an existing userbase
>do both and just hope they can generate enough buyers up front to attract game developers later while they eat a loss now
And none of those are particularly appealing to anyone that can actually produce a console.
