There are people in every industry now who are so obsessed with scanning everything for something supposed "pervs" would get off to and removing it just because of that. If this wasn't the case you'd occasionally see panties or whatever under dresses and skirts, it simply wouldn't be something most think about just like the many details on AAA models you'll probably never see. The floating legs also lead to sometimes odd looking cloth physics and movements for characters in realistic settings and I have no doubt it is an added struggle. You probably have entire teams that get tasked with finding a way to avoid having girl panties in a game. Even if you won't see them, just removed because some neurotic freak in charge or with influence only thinks perverted things when seeing females and zealously obsesses over them until they get removed.
