I thought maybe Aline put them there, but he's already wearing an Expedition uniform, so the people of Lumiere must have built them...why? Is this ever explained anywhere, or is it cut content, like how the characters keep referencing a "dome" that doesn't exist?

Verso talks as though they had significant influence in lumiere which is understandable given they were probably the only people in the ruined city with knowledge of how to work chroma. You can sort of imagine a story behind why the statues were built but its not significant enough to be spelt out for you.The dome does exist, its purpose is to keep out nevrons and it evidently works - its just invisible so they don't have to make the city glow in an ugly manner.
