The game goes out of its way to tell you that you haven't beat it until you do so on the highest difficulty. This was in fact a trend with nearly all Konami games on the SNES, you weren't playing the full game unless you were on the highest setting. Some of the games took this further than others, with all the stuff you'd never see on easier playthroughs.
