If you had to choose between the two where would you rather be, in the middle of Raccoon City in the middle of the outbreak, or inside Black Mesa right after the Resonance Cascade?
The earth is kinda just doomed in RE, no matter what the protagonists do the virus just power levels again for le plot. Gordon Freeman basically solos the entire combine.
but the earth is still fucked in HL, depleted of resources. In RE even after 6 with the global bullshit things go back to normal

I'd argue Raccoon City is the safer of the two to escape because for the most part you're just dealing with zombies, zombie animals, and Lickers. Black Mesa only has a really small window where you can get out safely between the times when Unforeseen Consequences and Office Complex take place, you are FUCKED if you're still inside past the time those two take place. Past that you're dealing with military personnel who are all better trained with firearms than you and want you dead, aliens that teleport in and jump your ass out of nowhere, a second faction of even better trained military personnel who are smarter and stealthier, an invading alien force with heat seeking bee guns, another faction of aliens on top of that, and Doctor Breen's personal hatred for OSHA-compliant architecture. And that's on top of the nuke too. Plus even if you live you're basically setting yourself up to watch as the world goes even further down the shitter as Xenian wildlife spreads across and the Combine shoves every military power in the world into a blender.
