Lanius realizes he has seen a situation like this before and that it can be a problem.The problem is that the sensible answer to this is to have a better plan for get value and destroy your rivals without sacrificing a great deal of your lives and military power. The answer usually isn't to just cede power and give opportunity to rebuild to a dangerous enemy, unless you then make some kind of tribute deal where the NCR would pay the Legion and be a Legion ally in order to have peace. The game is a little dumb for not getting at this, but the idea is more than just 'the general didn't think of supply lines'. The general did at least think of supply lines.

>>749109728>>749109843>>749110515Honestly my idea on charisma and dialogue checks in general is that "state of mind" is a thing now that your character can have, so they can be angry, sad, happy, etc. depending on personality you gave them and THAT state of mind can dictate what options are available in dialogues or their outcome.There is no persuasion skill, all skills like that (bluffing, Charisma, etc) are now more about your general "presence" and more importantly your ability to "mask" your emotions. It needs practice and skill to be able to come across as polite and friendly when internally you are fucking fuming for instance. There should be no RNG involved when it comes to persuading characters nor should it lock you out of dialogue options arbitrarily simply because some skill isn't high enough. It should however make it less challenging to stay calm around a total asshole when your own character isn't a total asshole themselves.But even with an incompatible personality and low skill level can you do what you want if you make sure you counteract the emotional downer the next dialogue will bring by making sure your own character is happy and content going into the dialogue so they can tank that asshole behavior without losing their cool.Also emotional state being dictated by personality would be nice for roleplaying in general because now it basically forces you into certain dialogue options unless you level your speech skills to circumvent that.Nevermind that personal emotional state could be used for other neat systems (i.e. Berserkers powered by anger, meaning they have a short fuse which makes them quick to escalate a heated discussion into a fight. While sorcerers want to be as neutral in state of mind as possible to concentrate, neither positive or negative making them emotionally cold and distant).

Lanius has enemies at home and people who think he shouldn't be in charge. If he uses his army in the Mojave, he gets nothing and loses a lot of his army. If he takes it home he can use it to better assert himself in Legion politics.It's a combination of a lot of things. Lanius staying is stupid. The game has a hard time explaining all this but this happened constantly in Roman politics, too. You'd have generals abandoning the front to go yell at senators back home.
