The Lodge was going to rule the kingdoms through Ciri and her offspring. The sorceresses were already engaged in a conspiracy to manipulate the rulers of the Northern Kingdoms in their position as trusted advisors. When the conspiracy was uncovered all mages were expelled and suspect of usurping the kingdoms.

Ciri serves as a second shot for the sorceresses to rule the kingdoms. She has legitimacy in her lineage of both the Northern Kingdoms and NIlfgaard and most importantly return the sorceresses to power. The only people in the story who didn't want to subject Ciri to rape were Geralt and Yen and a few minor players.

Indulge me in a Conspiracy theory about Triss regarding the events of W2 (Trying to keep it spoiler free as best I can.)

Towards the beginning of the game while Geralt is still suffering from Amnesia the gang comes across information that some shrubs of the "Rose of Remembrance" grows nearby.
Triss claims she could use this Rose and a few other Items to restore Geralts memory so they set out and find it. However the main plot stops her from completing it and Geralt later recovers his memory offscreen between the events of the second and third game.
If the player chooses Iorveth's Path later in the game the Rose is used by Phillipa as an ingredient in an antidote to cure Saskia.
However it is later revealed Saskia got over the poisoning on her own and the "Antidote" was instead a love potion Philippa used to basically enslave Saskia.

My theory is Triss realized once Geralt would recover his memory he would drop her like a hot potato and go off searching for Yeneffer (correct). When she heard about the Rose of Remembrance she wanted to use it to make a love potion and trick Geralt into drinking it so she could have him for herself as her brainwashed husbando.
I'll admit this is 100% my conjecture and I never heard anything from the devs about it but if you read the books it is totally in character for her and got I wish that was me.

I felt like everyone put aside their shit for the sake of helping Ciri. Everyone including the Lodge and Emhyr protected Ciri from the Wild Hunt.
