It's pretty clear someone is blocking her from the main story and narrative, hence whichever team that does like her is relegated to only using her for stuff outside the game i.e promo art, collabs, PVs. I have seen comments even from normalfags asking where she is in the main game since her last story appearance that wasn't a flashback was eons ago.
My personal guess is they made her too sensual for HSR audience and decided to ice her. All the other "main push" girls are the shy sweet archetype. Also considering the fact that she was the most popular on HSR debut but they never capitalized on it means something is definitely up, Dan Heng got 2 SPs before Kafka even got 1.
