It's true that she and Cloud weren't really all that close. She didn't really think much of him until he saved her at the mountain, and the village blamed him for the incident. Her feelings towards him were part guilt and part romanticism, seeing him as her hero despite not really understanding him all that well. She built up an image of him in her head that was independent of who he actually was because, again, she didn't really know him that well. So when she had him make that promise to her at the water tower, that more or less formed the entirety of what she saw him as.After she lost her village and family, she thought she lost everything. All her links to Nibelheim were gone. So when she found Cloud again, she was overjoyed, because he was the last existing remnant of those days. Even then, I think she wasn't really seeing him for who he was, and kept trying to mould him into an ideal that she had in her head. She didn't want him to leave because she was desperate to hold onto her last link to Nibelheim. This is why she kept talking about Nibelheim with him, because their shared memories would reinforce that link. The problem is that Cloud doesn't actually have many good memories of Nibelheim. He was always an outcast. Every time she brings up someone from the town, Cloud has zero interest, and only listens because he wants to please her. We see this in Rebirth when Tifa starts talking about the shop owner's kid. He was one of Tifa's friends, but to Cloud, he was an acquaintance at best, someone he only knew by name but was never close to.Tifa's story is about realizing that she was hurting Cloud by forcing her ideal image onto him. And instead of chasing after a fantasy, she instead needs to get to know, understand and accept the real Cloud. The reason their relationship is incapable of progressing prior to this realization is because neither of them are genuine with each other.

>>749645880This also contrasts with Aerith. Unlike Tifa, Aerith doesn't share a past with Cloud, and thus doesn't have any expectations from him. She's able to see through his walls and get to know the real him much more easily than Tifa can because of that lack of expectation. Cloud is constantly trying to meet people's expectations of him. With Tifa, he tries to be the hero she wants him to be. Barret, on the other hand, expects him to be "just" an "Ex-SOLDIER", and treats him with animosity for much of the first act, thus Cloud meets those expectations. People who expect a SOLDIER will get what Cloud believes a SOLDIER to be. But Aerith has no expectations at all, so Cloud is stumped. He doesn't know how to act in front of her, so more of his true self leaks out, and this is what Aerith zeroes in on.
I legitimately could not give less fucks. Cloud and Tifa are non-characters and along with Aerith and Sephiroth are the least interesting parts of the FF7 lore.
